Mr. Shah presented three bills in a steady,
articulate manner – The Government of Union Territories (Amendment) Bill 2025 seeks to modernize certain governance aspects of Union Territories. Additionally, the Constitution (One Hundred And Thirtieth Amendment) Bill 2025 and the Jammu and Kashmir Reorganisation (Amendment) Bill 2025 were introduced.
Earlier that day, during the lively proceedings, Union Minister Ashwini Vaishnaw introduced an intriguing bill. The Promotion and Regulation of Online Gaming Bill, 2025 aims to encourage and oversee the blossoming online gaming sector. This sector spans e-sports, educational games, and social gaming. However, the opposition persisted in their demands, wanting dialogue on the contentious Bihar voter list revisions. This led to disruptions and adjournment as differing viewpoints clashed.

The Rajya Sabha approved legislation establishing a new premier
management institution in the northeast, the Indian Institute of Management Guwahati. Responding to the debate on the bill, Union Education Minister Dharmendra Pradhan reinforced the significance of the measure. He noted that over half a billion rupees in start-up funding would allow the institute to offer top-caliber management training to young people from the region.
He celebrated this landmark achievement under the current government.
He pointed out that IIM Guwahati would join the ranks of the country’s most prestigious B-schools. Moreover, it would become the ninth such institute constructed throughout Prime Minister Narendra Modi’s tenure over the past decade. The minister expressed confidence that with the Modi-led administration’s continued support, the newly founded IIM would empower students from Assam and beyond. They will hone vital business skills and contribute to India’s economic growth for many years to come.
